The purpose of this subtitle is to protect the public health and welfare by incorporating
measures into the planning, design, construction, and operation of certain buildings
and the building's site in order to mitigate the energy and environmental impacts
of the building so that the building is energy efficient, sustainable, cost-effective,
accessible, functional, productive, generates less waste, and improves the health
and productivity of the building's occupants.
