§ 704. Appointment, promotion and discipline.
(a)
Personnel rules. The Personnel Officer shall prepare and the Personnel Board shall adopt rules and regulations which provide for the appointment, promotion, demotion and separation of employees solely upon a basis of merit To this end, it shall prescribe a system of examinations as a prerequisite for the filling of all positions in the classified service. The rules of the Board shall make provision for prescribing minimum qualifications for each class of positions in the classified service.
(b)
Appointments. Appointments to permanent positions in the classified service shall be on the basis of merit, as provided by law.
(c)
Disciplinary actions. The Personnel Board in its rules governing the classified service shall set forth the disciplinary actions, including demotion, suspension or dismissal, which may be taken by an appointing authority for employees in the classified service.
(d)
Action by Council. Personnel rules and regulations adopted by the Personnel Board shall be transmitted by the Personnel Officer to the Executive for submission to the Council for legislative action thereon.
